Flying with a drone is not allowed anywhere, not even if you fly in the specific category. For Dutch CTR's you can request for an examption that will be added to your operationa autorisation.

You will also need the transmitter and a license to use the transmitter. Next you need to complete your flightplan where you also do a risk-assessment and mitigate all risks.
